The Torah pointer is used in the synagogue by the one who reads the the Torah from the parchment Torah scrolls. besides for helping him to follow the words to be read, the Torah Pointer also ensures that the parchment is not touched during the reading.
The reason it should not be touched is because handling the parchment renders one ritually impure and the fragile parchment can easily be damaged, secondly, the parchment does not absorb ink so touching the scroll with fingers would spoil the letters.
The Torah Pointer is not a must for chanting from the Torah, but it is used very often and is considered a "hidur mitzvah".
